PPWR (Packaging and Packaging Waste Regulation)

 

Key objectives
PPWR aims to reduce packaging waste and improve the environmental performance of packaging throughout its life cycle.It promotes recyclability, reuse, recycled content, packaging minimisation, and the restriction of harmful substances.

 

Scope
The regulation covers all packaging placed on the EU market (regardless of material) and all packaging waste generated in the EU. It applies to manufacturers, importers, distributors, retailers, and other economic operators — including non-EU companies that place packaged goods on the EU market.

 

Main requirements

• Packaging must be designed for recyclability.

• Restrictions on substances of concern, including specific limits on PFAS in food-contact packaging. 

• Packaging minimisation and limits on empty space. 

• Harmonised labelling and identification rules. 

• Obligations related to reuse and refill systems for certain packaging formats. 

• Extended Producer Responsibility (EPR) rules, which are harmonised at EU level but still administered through national schemes. 

• Declaration of Conformity and supporting technical documentation for packaging placed on the market.

PPWR creates a single set of design, documentation, and sustainability rules for packaging across the EU, while Extended Producer Responsibility registration and fees remain national. Compliance is mandatory for any packaging or packaged product placed on the EU market.
